For this purpose errors of five parameters fromaverage all-Russia level were assessed: period in power of the present chiefexecutive; number of years remaining till next elections; share of votes castin the first rounds of the latest governor’s elections (0 – if they were never held before);numerical evaluation of political preferences (3 – governing party, 2– center, 1– opposition);numerical evaluation of beyond regional popularity. Legislative power isevaluated by a simple average of an average all-Russia level of its politicalpreferences (5 –reformative, 4 –center, 3 –rightist center, 2 – leftist center, 1 – conservative) and the number of years remaining till the nextelections. Then, obtained indices were brought into one with correction factor:executive power index – 0,6, elite index – 0,3, legislative power index – 0,1.
