INNOVATIVE DEVELOPMENT OF RUSSIAN ECONOMY N. Smorodinscay, Candidate of economic science, Head of the sector of the growth poles and special economic zones of the Institute of Economics ORGANIZATION OF THE SPECIAL ECONOMIC ZONES IN THE WORLD AND THE RUSSIAN PRACTICE:

CONCEPTUAL ASPECTS The paper describes policy approaches to building special economic zones in national economies during the last 20 years, drawing particular attention to zones organized in the form of industrial parks. It submits several classifications that help to arrange the variety of preferential regimes in the world and Russian practice. In some advanced economies, the traditional customs enclaves are actively replaced by a new, post-industrial generation of zones aimed at cultivating regional clusters. In the light of this tendency, the author analyses failures in current Russian policy for special zones and proposes the direction of its modification.

The method of an integrated stage-by-stage valuation of R&D projects is offered on the basis of the Discounted Cash Flow, Decision Tree and Real Options methods.

The basic steps for creating and developing a global leader in the industry of European aviation, defense and aerospace company EADS, was created by France, Germany and Spain in 1970, and the relationship of this company with the Russian aircraft industry.

Three main questions are presented: (1) to determine the direction of change in science and cultural policies raised by the concept of creative and cultural industries in terms of the creative economy (2) to determine the role of creative industries in innovation processes (3) to clarify the definition of creativity and show its link with the concept of cultural and human capital.

The author, analyzing compliance with these conditions in the Russian tax system concludes that its inability to stimulate involvement in the Russian economy, foreign and domestic investment.

Suggests ways to reduce tax burden and ensure the stability of the Russian tax system.
